This is the Scalloped Tag Topper Punch. There is another similar punch called Angled Tag Topper Punch - which is exactly what it says, angled rather than scalloped. |
Insert a piece of card that's a hair short of 2". |

You can use any length of card stock you like. |
Turn the card stock round and punch again to get this effect. |
